Forget the previous question, I understand exactly where I went wrong. Fuel penalty only applies when you have to carry fuel to burn the extra fuel. So it would only apply if MLW was the limiting factor.

I think the answer to this question may be wrong the answer given is 2330kg but with the fuel penalty calculated in I get 2694kg . I may have misunderstood the process though. 2330/0.865=2694 ?
