    The trim tab:
    Reduces hinge moment and control surface efficiency

    I would of though that it would improve efficiency? or it just means control efficiency rather than flight efficieny?

    The reduction in control surface efficiency is because the trim tab moves in the opposite direction to the control surface. So it is creating airflow against the desired control action. However in doing so it reduces the feedback forces felt by the pilot, reducing the control load.
