IFR in Advisory Airspace

Hi,

Can someone kindly clarify the correct answer to the question "For flights under IFR within advisory airspace, a flight plan;". The answer is "Shall be submitted. There is no obligation to report changes.". However the explanation says "participating traffic in advisory airspace must file a flight plan and IFR flights must notify ATC of changes to their plan". So do they need to report changes or not?

Many thanks for your post. You are correct, there is a mismatch here.

The question has been amended so that the correct answer reads "shall be submitted and changes to the flight plan reported".
